Shortly after acquiring the position of President in 1994, David L. Boren began a massive campaign to expand and renew the campus of the University of Oklahoma.
One of his first initiatives was to create the International Programs Center so that OU students could be prepared for a globalized world.
Whitehand Hall would become the home of the new program but needed updating to suit the needs of the IPC. A full interior renovation and the addition of an elevator followed in 1995 and was completed in 1996.
